Limited torpedoes and ammo pickups

I expect fun chasing, hit & run, hide & seek actions from this change. The rate of fire is higher too. It is easy to waste all of your valuable torpredoes and run... swim away. :)

I will do some play test with friends. Testing and feedback is the only way to gain information.
